The Azure logo is an expression of the holistic development approach taken by the firm in the creation of our projects. The logo design was inspired by the hand-painted talavera tiles from Mexico.
The talavera tile is not only used in many Azure projects for its distinctive beauty, but it is also a celebration of the cultural roots of the Southwest, the region where our projects are developed.
Embedded within the logo is a hummingbird or colibri. For many cultures, the hummingbird is thought to be the messenger of good luck and harmony. Our development team brings this expression of hope to each project and understands that each site must work in harmony with the surrounding community and nature.

Born and raised in Los Angeles, Vanessa is the daughter of Mexican immigrants. She received her undergraduate education at Stanford University with a dual major in Political Science and Chicano/a Studies and graduated with honors. She then completed a Master of Public Administration at the University of Southern California (USC) as a Dean's Fellow.
She began her career working for the cities of Pico Rivera, Anaheim and Downey, in Economic Development immediately after USC. Vanessa then spent eleven years as the Director of Development for Primestor Development and was a member of its Executive Team building retail centers in California, Arizona and Nevada. She was responsible for managing Primestor projects through the development and construction cycle including entitlements and public financing.
Ms. Delgado is now the founder and President of Azure Development. Azure creates, designs and builds exceptional housing communities and commercial projects throughout the Southwest.
Vanessa pursued her passion for public service and ran for office in 2015. She was elected to the City Council of the City of Montebello in November 2015 and served as the Mayor in 2017. In 2018, she was elected to serve as a State Senator for District 32 and completed a short-term. Senator Vanessa Delgado was appointed to the South Coast AQMD Governing Board in May 2019. She was appointed by California State Senate Rules Committee and is looking forward to advancing air quality goals for the region.

Mr. Delgado is the Vice President, Construction for Azure Development where he builds all projects the company creates. Azure has experience with a range of project types including but not limited to Affordable Housing, Single Family Housing and Retail. He will lead all aspects of the construction process for Azure, ensuring projects stay on schedule and within budget. His work begins by getting involved with the Development team early to have a complete understanding of each unique project. This knowledge is implemented throughout the project to maintain the highest level of quality and attention to each site.
Ariel will also work to expand the company’s Construction Management portfolio to assist select tenants, public clients and non-profits in implementing their vision for catalytic projects. Using Azure’s proprietary project management forms, tools and processes, the Construction team can lead any unique project in the under-served areas we focus on.
Prior to joining Azure, Mr. Delgado spent five years at KPRS Construction. He joined the firm as a Project Coordinator and oversaw warehouse and distribution build-outs while managing contracts and budgets for various sites. He was soon promoted to Project Engineer and then Assistant Project Manager working on new development office and mixed-use projects. His work included site supervision, contract administration and obtaining permits.
During his time at KPRS, he oversaw projects throughout Southern California including Los Angeles, Orange and San Bernardino Counties.

Alisa Cota holds over 15 years of invaluable experience in the Real Estate and Development industry. She graduated from the University of Southern California (USC), she holds an Executive Master's degree in Urban Planning, a credential that has significantly shaped her career trajectory and contributes to her success.
For the majority of her career, Alisa had exhibited a profound passion for reshaping urban landscapes and creating sustainable, vibrant communities. Equipped with a deep understanding of urban dynamics, policy frameworks, and architectural principles, she embarked on her professional journey with a determination to make a positive change.
Throughout her career, Alisa has blended her academic knowledge with hands-on experience, navigating the complexities of real estate investment and development. Her experience has allowed her to work on transformative projects, from mixed-use developments and affordable housing initiatives to revitalization efforts in underserved neighborhoods.
Alisa is deeply committed to community engagement, actively participating in initiatives aimed at nurturing the next generation of urban planners and real estate professionals.
Ms. Hernandez is a Marketing Consultant for Azure Development. In this role, she supports the firm’s branding, marketing, and community outreach strategies across all projects. She works closely with graphic designers to develop brand identities that reflect the history and character of each development site. Ms. Hernandez also leads community engagement efforts, serving as a liaison with local stakeholders, neighborhood councils, and community organizations to ensure each project aligns with the needs and vision of the surrounding community.
Prior to joining Azure, Ms. Hernandez was the Executive Assistant for the Director of Development at Primestor Development, where she performed community outreach related activities for the department that involved city officials, city staff, and event vendors. While at Primestor, she also served in a Project Coordinator capacity, organizing construction activities, tracking vendors and pay applications.
Ms. Hernandez has completed multiple courses, mastering her administrative skills and project management.
Sandra received her High School Diploma from Fontana High School. Since then, she has completed multiple courses mastering administrative skills and project management.
Carolina Canas is a recent graduate of the University of Southern California’s Real Estate Development Program, where she developed expertise in urban development, land use, financial analysis, market analysis, and innovative housing strategies.
Carolina began her career as an intern at Azure Development, where she honed her skills in project coordination, financial feasibility studies, and affordable housing initiatives. Following her internship, she transitioned into her current role as Project Coordinator, where she plays a key role in the company’s diverse portfolio of projects. She oversees timelines, facilitates communication between teams, helps conduct in-depth financial analyses, and ensures the successful execution of transformative developments that reflect Azure’s mission to increase housing opportunities in underserved areas.
Passionate about real estate and community development, Carolina is dedicated to leveraging her skills in financial analysis, urban innovation, and project management to promote equitable and sustainable housing solutions. Her commitment to affordable housing drives her goal of creating vibrant, inclusive communities that foster growth and opportunity for all.
